Limitations on Commission. <br /> <br />The Airport Corrrrnission is not, nor shall be, authorized to incur or create <br />any debt in connection with Mllilicipal Airport Operation. Nor shall the Commission <br />be empowered to enter into any contracts, leases, or other legal obligations <br />binding upon the City of San Marcos. Nor shall this article be interpreted <br />so as to authorize the Commission or its members to hire airport personnel <br />or direct airport personnel in the execution of their duties. <br /> <br />Part 5.
