<br />36b <br /> <br />I <br /> <br />For example, the name, date of issue, amount of funds received, <br />the person receiving the funds and docket number for which the <br />receipt applies should be shown on the receipt. All signatures <br />of the Court Judge should be his actual signature rather than <br />the present use of a stamp signature. All orders of the Munici- <br />pal Court Judge should be personally signed by the Judge. <br /> <br />Police tickets and ticket books should be prenumbered and con- <br />trolled in accordance with the suggested procedures of control <br />for prenumbered receipts. Finance Department personnel should <br />occasionally trace and audit a group. of police tickets into the <br />Court docket and then into cash receipts or determine that the <br />tickets have been properly disposed of. Police parking tickets <br />lack control.. Wee suggest that these tickets be adequately con- <br />trolled and that the City adopt a better procedure for collecting <br />this type of fine. <br /> <br />GENERAL <br /> <br />I <br /> <br />LICENSES AND PERMITS - The present control of issuing licenses <br />and permits is inadequate. certificates issued for licenses and <br />permits should be prenumbered and controlled by the Finance <br />Director. For example, under the present system th~ application <br />for a building permit becomes the permit. There is only limited <br />control under such a procedure. . <br /> <br />RECORD RETENTION POLICY - The requirements of the City Charter, <br />State Statutes and the City's various other funding sources makE' <br />it imperative that the City complete the adoption and implemen- <br />tation of a good record retention policy. <br /> <br />UTILITY BILLING - The.Utility Department should consider the <br />possibility of using a card type utility bill rather than the <br />present billing procedure. By the use of a card type bill you <br />will save the cost of envelopes and the time cost of stuffing <br />the envelopes. <br /> <br />I <br /> <br />INSURANCE BIDS - We suggest that the Finance Director give con- <br />sideration to requesting insurance bids for the various City <br />insurance requirements. A bid system could reduce your overall <br />insurance cost. <br />
