<br />107a <br /> <br />board shall determine by lot which will have terms of one, two, <br />and three years, thereby establishing staggered terms of office. <br /> <br />Members appointed to fill unexpired terms resulting from resig- <br />nations or vacancies created by other than expiration of terms <br />shall serve only the remainder of the term of the vacancy for <br />which appointed. <br /> <br />Section 15-23. Filling of vacancies. <br /> <br />All vacancies occurring in the library board shall be filled as <br />provided in Section 15-21. <br /> <br />~?he members of the library board shall receive no comp'ensation <br />for their services except as authorized by the City Council. <br /> <br />I <br /> <br />Section 15-24. Compensation of members. <br /> <br />Section 15-25. Election of Officers, etc. <br /> <br />~'he library board shall elect from their own number, a president, <br />a vice-president, and secretary. The president shall preside at <br />all meetings of the library board, and shall sign, as authorized <br />by the library board, correspondence and documents, including <br />those required by the Texas State Library. The vice-president <br />shall perform the duties of the president in the absence or <br />inability of the president. The secretary shall keep a true and <br />accurate record of all matters coming before the library board. <br /> <br />Section 15-26. Bylaws. <br /> <br />The library board shall draft bylaws for the operation of the <br />board and the conduct of its business. -These bylaws shalllnot <br />be in conflict with the provisions of this article or any <br />ordinance of the City. <br /> <br />Section 15-27. Reports. <br /> <br />The library board shall present a semi-annual report to the City <br />Counc.iJ. <br /> <br />I <br /> <br />Part 2. That Section 15-28, Availability of City Officials and <br />Section 15-29, Employment of SpeCialists, be and are hereby repealed <br />and deleted in their entirety. <br /> <br />Part 3.
