Page 2

April 18, 1978

I

According to the contract, we are not to use an ambulance that is
older than five years. Since we still have a 1972 ambulance in
operation, we are in violation of the terms of the contract. The
reason that this situation exists is that the city council decided
not to fund its portion of a new ambulance at the time that the
budget was set last summer.

In order to convey to you the seriousness of the problem that
we face, I would like to call your attention to the fact that
our ambulances have broken down six times between the dates of
February 26, 1978 and April 7, 1978. The following is a brief
description of each of these incidences.

February 26, 1978. The modulance, while responding to an auto-
train accident, broke down as it arrived at the scene. A
backup unit was called to transport one victim to Hays Memorial
Hospital.

March 5, 1978. The modulance, while responding to the call of
persons injured in an auto accident, broke down as it arrived.
A backup unit transported two patients to Hays Memorial Hospital.

March 15, 1978. The Medicruiser broke down on I.H. 10 east of
Luling while returning from Houston after transferring a
critical patient. '

I

March 30, 1978. The Medicruiser broke down near San Antonio wi1:h
a patient in the unit being transferred to the San Antonio
State Mental Hospital.

April 3, 1978. The Medicruiser broke down in San Antonio with
an elderly patient in the unit being transfer~ed to Hays
Memorial Hospital. A Bexar County Ambulance transported the
patient to San Marcos after waiting in our ambulance ,for
one and a half hours.

April 7, 1978. Medicruiser broke down after transporting a patient
to Seton Medical Center in Austin.

Due to the breakdowns stated above, the ambulances spent 32 days
in the shop at a cost of $1,236.72.

In order to improve the present situation, the Emergency Medical
Services need a new ambulance. A new modulance, which would be
like the 1974 model which we presently have, would cost $25,460.
The city's share would be $12,730.

.
