<br />174b <br /> <br />and obligations of performance pursuant to Section 3 have been <br />fully and satisfactorily met by the Contractor. <br /> <br />Section 3. <br /> <br />Performance <br /> <br />I <br /> <br />A. Contractor's performance shall be accomplished in two <br />parts. Part I shall include Contractor providing for the admin- <br />istration of the construction phase of the project for a Mental <br />Health/Mental Retardation Center for the City of San Marcos and <br />shall include Contractor providing architectural and engineering <br />services and contract administration and supervision of the actual <br />construction to assure compliance with construction contract terms, <br />and provide resident inspection, as needed, for th~ construction <br />of this center being constructed under contract with the Economic <br />Development Administration. Such performance shall include but <br />not be limited to the following: <br /> <br />a. The Contractor shall cause to be provided admin- <br />istration of the construction contract as set <br />forth in AlA Document A20l, General Conditions <br />of the Contract for Construction, and the extent <br />of duties and responsibilities and the limitations <br />of authority as assigned hereunder shall not be <br />modified without written consent. <br /> <br />b. The Contractor shall cause to he provided an <br />architect who, as the representative of the Con- <br />tractor during the construction phase, shall ad- <br />vise and consult with the Contractor and shall <br />issue Contractor's instructions to the building <br />contractor. The architect shall have authoritv to <br />act on behalf of the Contractor to. the extent 0ro- <br />vided in the General Conditions unless otherwise <br />modified in writing. <br /> <br />I <br /> <br />c. Contractor shall assure that the architect shall, <br />at all times, have access to the work wherever it <br />is in preparation or progress. <br /> <br />d. Contractor shall assure that the architect shall <br />make periodic visits to the site to familiarize <br />himself with the progress and qUol ity of the \"ork <br />and to determine in genenl if the IVorkis pro" <br />ceeding in accordance with the contract documents. <br />On the basis of his on-site observations as all <br />archi tect, he slw] 1 endeavor to guard the Contrac- <br />tor against defects and deficiencies in the work <br />of the bId I ding contractor.
