The City recognizes the problems that the County has in the <br />construction of the new jail. The facility does not have water or sewer <br />to it. 'Ihe subccmnittee suggests that the City will share equally with <br />the County in tiE extension of these services. The cost would be about <br />$25,000 to both parties. <br /> <br />4. 'I'he subccmnittee hopes that the County will seriously consider the <br />pror:osed Hays County Library Co-op. It appears to provide a reasonable <br />mechanism for improving library service throughout the County. <br /> <br />I <br /> <br />5. The subcarrnittee strongly reccmnends that the City and County <br />undertake the study of a r:ossible joint City-County landfill, operation <br />similar to that operated by New Braunfels and canal County. Tremendous <br />value exists for all residents of the County. <br /> <br />6. The subccmnittee believes that the County has a resr:onsibility <br />to construct and maintain roadways in each of the camrissioners districts <br />within the City of San Marcos. 'I'he subccmnittee would like a ccmnitment <br />fran the Carrnissioner' s Court that representatives of the two governing <br />agencies will detennine a system of rbeds within the vicinity of San Marc-'Os <br />over which the County will exercise maintenance responsibilities. This <br />could include several roads which begin outside of the City and connect <br />through San Marcos to other points in the County. It could also include <br />major thoroughfares in the City used to connect State or County roads. <br /> <br />7. The subccmnittee believes that sane changes are needed in the <br />use of parking meters around the Courthouse. If the County will not <br />enforce them, or allow the City to enforce them, the meters should be <br />reroved and returned to the City. <br /> <br />I <br /> <br />'I'he above reccmnendations are made by the subcarrnittee with canplete <br />respect for the responsibility the Carrnissioner' s Court has to all of the <br />citizens of Hays County. It concerns the members of the City Council that <br />as Imlch as $250,000 of City taxes is spent to provide services to non- <br />residents. It also concerns the maTibers of the City Council that certain <br />funds received by the County fran taxpayers who live in the City are being <br />spent to the benefit of persons living outside of the City.
