INTRODUCTION <br /> <br />There are several deficiencies in the existing Temporary <br />Trailer Permit Ordinance and its application which require <br />attention. To better analyze these deficiencies and the <br />possible alternatives, this report has been divided into <br />three (3) sections. The first section examines the present <br />ordinance (provision by provision) for inadequacies. The <br />second section consists of staff comments on the administra- <br />tion of the ordinance. In the final section, several <br />alternatives are presented for consideration. <br /> <br />II. DEFICIENCIES IN THE EXISTING ORDINANCES <br /> <br />An examination of the existing ordinance reveals <br />several deficiencies. The first such deficiency is con- <br />tained in the opening paragraph. It states that a mobile <br />home can be located in any "zoned district". However, a <br />mobile home is often considered to be a single-family <br />residential use. If this assumption is true, then mobile <br />homes should not be allowed in commercial or industrial <br />districts. Rather, they should be limited to a R-l (or <br />possibly R-2) district. <br /> <br />Section IS.2-2 is the source for two (2) major weak- <br />nesses in the ordinance. The first is where the ordinance <br />states that applications for a temporary trailer permit <br />"shall be processed in the same manner as applications for a <br />change of zoning. .." Requiring permit applications to be <br />processed in this manner is very restrictive for the mobile <br />home owner and for the staff. It currently takes about <br />eight (8) weeks to process an application. In ma~y cases, <br />the applicant has already purchased the mobile home and <br />wishes to locate it upon a piece of property. The result is <br />that many mobile homes are illegally located while the <br />application is being processed. <br />The requirements of this subparagraph are a burden on <br />the staff because of the large amount of paperwork that <br />needs to be completed. With an increasing number of applications <br />each year and the renewals every two (2) years, the amount <br />of paperwork is constantly increasing. This constant <br />increase will mean more staff time taken away from other <br />projects. <br />
