<br />I <br /> <br />I <br /> <br />"......- <br />~ ~ <br /> <br />3 <br /> <br />The second administrative problem is the lack of <br />minimum standards for the placement of mobile homes on a <br />lot. There are standards set out in the Mobile Home Park <br />Ordinance, but there are none that apply to mobile homes <br />outside of a park. <br /> <br />The number of man-hours required to process applica- <br />tions and renewals is the third administrative problem. It <br />is estimated that it would take about thirteen (13) weeks to <br />bring existing mobile homes into compliance with the ordinance. <br />This figure represents time required only to process the <br />applications; it does not include time for locating the <br />mobile homes nor time for notifying the owners of the need <br />to apply. The time required to permit all the existing <br />mobile homes in the city could justify the hiring of an <br />additional employee. <br /> <br />The final topic upon which staff would like to comment <br />is how temporary is defined. In other Texas cities, temporary <br />is often defined in terms of a specified number of days <br />(usually 15 or 30 days). However, when temporary is defined <br />in terms of years (as in this case) problems can arise. <br />Because of the length of time between renewals, mobile home <br />owners begin to feel that this is a permanent situation. <br /> <br />In summary, there appear to be three (3) problem areas <br />in administering the ordinance. The first is insufficient <br />criteria upon which decisions can be based. Secondly, there <br />are no minimum lot standards for mobile homes outside of <br />mobile home parks. The final problem area is the large <br />number of man-hours required to up-date and process ap- <br />plications and renewals. <br /> <br />IV. ALTERNATIVES <br /> <br />Staff has developed several alternatives which attempt <br />to correct the deficiencies of both the ordinance and the <br />administration of that ordinance. The staff has ranked the <br />alternatives with the first being the most desired and the <br />last being the least desired. <br />The first alternative is to replace the existing <br />ordinance. Instead of allowing mobile homes to be scattered <br />throughout the city, this alternative restricts mobile homes <br />to mobile home parks. To achieve this intention, the <br />current MHP zone would be utilized. This zone was enacted <br />in 1974 but has never been located on the official map. <br />
