;z8

REPORT TO THE AIRPORT CO~MISSION
San Marcos, Texas

,,/

June 5, 1978

ASS IGNI1Ei~T
In order to settle the issue of how much additional planning
cou:j9 be justified on the Municipal Airport at San !'larcos, it was re-
quested that I attend the meeting of the Airport Commission on April 24,
11978, to discuss this item and possibly provide assistance.

Primarily through the efforts of !Joward R. Yeargan, a tT;aster Plan
document together with one large drawing has been prepared for this
airport. This was submitted to the FAA for their comment.

I agreed at the meeting that I would undertake to discuss the
planning requirements with the FAA after I became more acquainted with
the material available and the status of the Municpal Airport. I
would then make recommendations to the Commission on this subject.

The Commission agreed to this and recommended to the City Council
to set aside not to exceed ~500 for my time ~ $15 per hour plus any
out-of-pocket expenses.

FREFAf~ATION
We furnished a copy of both the Master Plan Report Commentary,
the map and the comments of the FAA which we reviewed.

On May 24, 1978, we had a meeting with Howard R. Yeargan, Secretary
to the Commission, for approximately 2 hours to further acquaint our-
selves with the status of the Municipal Airport. We discussed a number
of items, the most significant of which are as follows:

I

1. With expansion of activity, regardless of how difficult and
inconvenient it is to establish them, the most probable way will
be by multiple operators, each doing separate things comprising
the broad catagory of general aviation. The addition of operators
may be from a very modest start, such a s in the catagory of train-
ing one person with a small aeroplane who would enter into an
agreement with the Commission and settle on the field, and later
become a substantial operator. We call this supplementation, even
though additional buildings may have to be provided through other
capital for this purpose.

2. If Item 1 is to get a fair chance of coming into reality, the
City must obtain a sizable amount of land on the building side of
the existing apron from the Dept. of Labor. The basis on which
the properties were transferred to the City, (without a building
area) preCluded much chance to put the airport into operation
with any degree of success.
