58. <br /> <br />RESOLUTION 2004 - 57 R <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AUTHORIZING THE SUBMISSION OF A TEXAS HOME <br />INVESTMENT PARTNERSHIPS PROGRAM APPLICATION TO THE <br />TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS FOR <br />THE OWNER-OCCUPIED HOUSING ASSISTANCE FUND; AUTHORIZING <br />THE CITY MANAGER TO ACT IN ALL MATTERS PERTAINING TO THE <br />CITY'S PARTICIPATION IN THE HOME PROGRAM; APPROVING THE <br />WAIVER OF FEES AND THE CONTRIBUTION OF IN-KIND SERVICES <br />AND INTERIM FINANCING TOWARDS THIS PROGRAM AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br />RECITALS: <br /> <br /> 1. The City Council desires to develop a viable urban community, including <br />decent housing, a suitable living environment and expanding economic opportunities, <br />principally for persons of Iow/moderate income. <br /> <br />2. Conditions exist which represent a threat to the public health and safety. <br /> <br /> 3. It is necessary and in the best interest of the City to apply for funding under <br />the 2004 Home Investment Partnerships ("HOME") Program. <br /> <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br /> <br /> PART 1. A HOME application for the Owner-Occupied Housing Assistance <br />Fund is hereby authorized to filed on behalf of the City with the Texas Department of <br />Housing and Community Affairs. <br /> <br /> PART 2. The City's application for $500,000.00 in grant funds to carry out a <br />housing rehabilitation/reconstruction program is approved. <br /> <br /> PART 3. The City Manager is authorized to act in all matters in connection with <br />this application and the City's participation in the HOME Program. <br /> <br /> PART 4. The waiver of an estimated $65,000.00 in waived fees and in-kind <br />services is approved as a contribution toward the activities of this housing <br />rehabilitation/reconstruction program. <br /> <br /> PART 5. The contribution of $250,000.00 in interim financing toward the <br />activities of this program is approved. <br /> <br /> PART 6. <br />after its passage. <br /> <br />This Resolution shall be in full force and effect immediately from and <br /> <br /> <br />
