PHONE 392.3324
November 13, 1978

I

Mayor Robert Cavazos
City of San Marcos
30 East Hopkins Street
San Marcos, Texas 78666

Dear Mayor Cavazos:

Several months ago, I appeared before the City council requesting
funds which would allow the Emergency Medical Services to participate
in a federal grant to be used for EMS communications equipment. The
ratio of local dollars to federal dollars was 25%: 75%. At tha.t time,
the amount of local dollars needed was $3,010. Both the City of San
Marcos and Hays County agreed to pay their share which was $1,505.00
each.

I

Subsequent to this action, the Department of Health, Education, and
Welfare advised CAPCO, which is managing the grant, that they would
not fund two different communit!:ation systems;' VHF and UHF. Since our
EMS program and several others in the CAPCO area were presently using
VHF and had anticipated upgrading te UHF under another phase of the
federal grant, it became necessary for CAPCO to r..e"'"evaluate the com-
plete communications grant. After this review, 'it was determined
that UHF equipment should be used instead of VHF equipment. The UHF
equipment will not only provide a better range for communications but
it will enable the use of telemetry in sending EKG patterns from the
patient to the hospital. A list of the equipment covered under this
grant is enclosed.

Since the UHF equipment is more expensive than the VEF, the amount of
local funds needed to match the federal dollars has increased. As
shown under item "E" on the enclosure, the additional moneys needed
from Hays County and the City of San Marcos is $2,197.50 each.

Without question, this communications equipment is needed and will
further upgrade the fine emergency medical services that we have in
San Marcos. Thank you very much for your consideration of this reques

GHD:mlf

"A SEVENTH- DAY ADVENTIST INSTITUTION"

Enc.

#-
