Evans <br />Doriss Hambrick <br /> <br />Also present: Caldwell County Judge, Leonard Scott; Caldwell County <br />Commissioners. R.E. Schroeder, M.H. Crowell, R.B. McCelvey, <br />and Lester Taylor; Caldwell County Attorney Marianne Lipscomb; <br />Pat Black, Allen King, Gary Bond, Terry Roberts, and others. <br /> <br />The Mayor called the meeting to order at 3:45 p.m. <br /> <br />Mr. Arredondo announced that the purpose of the meeting was to discuss <br />a settlement agreement approved by the City of San Marcos; said agreement <br />between the City, Texas Educational Foundation, and the Caldwell County <br />Commissioner's Court for the location and operation of the San Marcos <br />landfill. Mrs. Lipscomb reported to the City Council that the Caldwell <br />County Commissioners had met to discuss .theproposed agreement and that <br />they felt the two year time limit for San Marcos City acquisition of a <br />new landfill site was a reasonable length of time. The Mayor responded <br />that the Council was adamant about the four year counter proposal <br />approved by the City Council and explained that more time would <br />probably be needed to acquire a suitable site due to the fact that <br />much of Hays County was over the Edward's Aquifer and the fact that <br />setting up a new landsite was an extremely expensive proposition. Hays <br />County Judge, Walter Burnett reported that the Hays County Commissioners <br />had spent about 18 months trying to get a site approved before it was <br />finally turned down. Mr. Breihan pointed out that new estimates predicted <br />an eight to ten year life span for the present landfill operation site. <br />He said that the original application had been based on incorrect informatio~. <br />MIOs.!.Lipscomb suggested that the Council consider a coml1romise in the form <br />of three year use of this site with a one year extension if more time "ere <br />necessary due to any delay in the permitting process. Gouncil discussed <br />the matter at length with Caldwell County Commissioners. <br /> <br />At 4: 30 ,the meeting was recessed to Executive Session on motion of Dr. <br />Craddock and second of Mr. James. <br /> <br />The meeting was reconvened in Special Session at 5:00 on motion of Mr. <br />Breihan and second of Dr. Craddock. The Mayor reported that the Council <br />had met to discuss the counter-offer proposed by Caldwell County. Caldwell <br />County Judge. Scott informed the Council that the Caldwell County Comnlissioners I <br />favored the original offer of two years and would accept no other proposal. <br />Mr. Breihan moved to reaffirm the City's agreement for four year use of <br />the site.
