be dated October 1 , 1977, shall be in the denomination of $1,000 each, shall be numbered consecutively from 1 upward, and shall mature serially on January 1 in each of the years and in the amounts, respectively, as set forth in the following schedule: I YEARS AMOUNTS 1979 $ 3,000 1980 4,000 1981 5,000 1982 6,000 1983 7,000 1984 8,000 1985 9,000 1986 10,000 1987 11,000 1988 12,000 Section 3. That said Certificates of Obligation shall bear interest from their date until maturity at the following rate or rates per annum: all of said Certificates of Obliga- tion shall bear interest at the rate of 5.90% per annum. Said interest shall be evidenced by interest coupons which shall appertain to said Certificates of Obligation, and which shall be I payable on the dates stated in the Form of Certificate of Obli- gation set forth in this Ordinance. Section 4. That said Certificates of Obligation and interest coupons appertaining thereto shall be payable, may be redeemed prior to their scheduled maturities, shall have the characteristics, and shall be signed and executed, and said Certificates of Obligation shall be sealed, all as provided in the manner indicated in the Form of Certificate of Obligation set forth in this Ordinance. Section 5. That the form of said Certificates of Obli- gation, including the form of registration certificate of the Comptroller of Public Accounts of the State of Texas to be printed 1 and endorsed on each of said Certificates of Obligation, and the form of the aforesaid interest coupons which shall appertain to and be attached initially to each of said Certificates of Obligation, shall be, respectively, as follows:
