Chase Coleman, 244 Newberry Trail, stated the process is used to collect information and <br />• convey that to the public so the public can express any concerns. The opponent has used dirty <br />tactics. He pointed out the Partnership is accountable for the project. They have stayed in touch <br />with TCEQ and have met or exceeded their requirements. He noted that TCEQ is the <br />government watchdog, and they have experts to study the environmental features. <br />Anita Fuller, 121 Kathryn Cove, thanked the Council for the tough decisions they make for all <br />citizens in San Marcos in spite of the enormous opposition created by a minority. She stated she <br />is in favor of the land use and zoning changes requested for the Buie tract because after reading <br />the development agreement, she is assured the property will be developed according to all <br />policies, rules and ordinances required by the city. She believes all environmental issues will be <br />addressed. Any property owner has right to develop their property within the policies, rules and <br />laws established by the elected and appointed citizens of the City, County, etc. She is also in <br />favor of creating a City Neighborhood Commission and feels that Achieving Community <br />Together is better served by a Commission that represents all neighborhoods and citizens rather <br />than special interest groups with a limited and specific agenda to achieve. Ms. Fuller is also in <br />favor of the zoning request for 705 Hopkins, as she feels the NC zoning provides low intensity <br />office, retail and service facilities for the local neighborhood. The NC zoning will also bring the <br />existing non - conforming hair salon into compliance. The hair salon and the proposed relocation <br />of the Merle Norman store will complement each other and enhance the Center's aesthetics. <br />Andre Desnoyers, 126 Kathryn Cove, stated that the Buie tract borders two sides of his property. <br />• He noted this used to be part of the Buie ranch and is now a neighborhood, and there was <br />opposition then as well. They are using the EPA, TCEQ, the San Marcos land development <br />code, good engineers and doing it right and doing it well. He also noted having more dense <br />development up front is better. There will be direct access from Craddock to I -35. There are <br />lots of different options in terms of buffer, but the northwest corner is zoned townhomes. <br />Bringing a new product is a plus to the community. Fears of not knowing and fear of change <br />makes people back off progress. <br />Reen Waterman, 2830 Summit Ridge, stated this is a good project, and is as good as any he's <br />ever seen. San Marcos is in danger of becoming a green ghost town. In his former town the <br />small special interest groups stymied development and the town died. He welcomes discourse <br />from informed citizens. New growth can provide the income to protect the environment. <br />Without that growth, jobs are lost, and taxes are raised. Ecology plus economy is a win -win. <br />Steve Ramsey, 3206 Yellowpine Terrace, the civil engineer for project, discussed the <br />engineering aspects of the project. There will be an extension of Columbia from Franklin to <br />Craddock, and a median break in Craddock, which will be a benefit to Franklin Drive residents. <br />Traffic safety and circulation will be improved. Franklin is a perimeter street to the subdivision <br />with, pavement widening, curb and gutter, and sidewalks to provide pedestrian safety. This will <br />be a benefit to existing residents. This is a side development to the mixed use tracts. We will <br />not want multiple driveways along Craddock. The buildings will face on Craddock with parking <br />on Franklin.
