17. Public Hearing and discussion on the 2010 -2014 CDBG Consolidated Plan and the 2010 <br />is CDBG Action Plan, and provide direction to staff. <br />Mayor Narvaiz opened the Public Hearing at 8:09 p.m. <br />Tina Morrow, Community Action Director for Hays, Caldwell and Blanco Counties, reported <br />that they will be submitting an application. Their attendance has grown and is now in the range <br />of 26 -30. They will be requesting a program expansion, a building expansion or a parking lot. <br />There being no further comments, the Public Hearing was closed at 8:10 p.m. <br />18. Public Hearing to receive comments for and against amending the official zoning map <br />of the City by rezoning a 0.53 acre, more or less, tract of land out of the John Scott <br />Addition located at 705 West Hopkins Street from "OP" Office Professional District to <br />'INC" Neighborhood Commercial District; and including procedural provisions; and <br />consider adoption of Zoning Ordinance 2010 -19. <br />Mayor Narvaiz opened the Public Hearing at 8:24 p.m. <br />Jean Baggett, 726 W. Hopkins, provided the Council with a letter that was sent out to the <br />neighbors. She reported the owner is requesting this change in order to put a Merle Norman <br />Store in that location. No one has a problem with her relocation. The problem with the NC <br />designation is that it is a broader designation and could allow a convenience store, a washeteria, <br />• or even tool rentals in an historical neighborhood. She doesn't think: the owner plans to do that, <br />but if she sells, then what could happen with that broader zoning? It is hard to rescind a zoning <br />designation. This opens the exposure to adverse businesses. <br />Bernice Rainosek, 705 W. Hopkins, stated that she is partial to the older historical area. She <br />reported that the request has the support of staff. She already has a variance to allow a hair <br />dresser. This new classification would also allow a dinner theater, or a pharmacy. She requested <br />that it go back to what it had been. <br />There being no further comments, the Public Hearing was closed at 8:30 p.m. <br />MOTION: Upon a motion made by Councilmember Bose and a second by Councilmember <br />Porterfield, the City Council voted three (3) for and four (4) opposed, with Councilmembers <br />Thomason, Terry, Thomaides and Jones voting against, to adopt Zoning Ordinance 2010 -19, as <br />previously captioned. The motion failed. <br />19. Public Hearing to receive com ment for and against an amendment to the future land <br />use map from "VLDR" Very Low Density Residential to "MU" Mixed Use for a .07 acre, <br />more or less, tract of land out of the Thomas J. Chambers Survey Abstract No. 2; <br />amending the official zoning map of the city by rezoning this tract from "FD" Future <br />Development District to "MU" Mixe Use District; and including procedural provisions; <br />• and consider adoption of Zoning Ordinance 2010 -20. <br />RM050410 Minutes Page 5 <br />
