Call to Order and Announce a Quorum is Present <br />With a quorum present, the Workshop of the San Marcos City Council was called to order by <br />Mayor Susan Narvaiz at 11:34 a.m. on Tuesday, May 11, 2010 in the Council Hall Conference <br />Room of the City of San Marcos City Hall, 630 East Hopkins, San Marcos, Texas 78666. <br />3. Discuss proposed ethical criteria for contracts, and provide direction to staff. <br />Steve Parker, Director of Finance, presented the proposed criteria to the Council. Michael <br />Cosentino, City Attorney, provided copies of the Statement of Bidder's Qualifications for the <br />City Council to review as well. After discussion, the City Council directed staff to include <br />additional criteria to the existing questionnaire; the ethical criteria to be added are numbers 1, 2, <br />3, 7, 8, 9, 10, 11, 12, and 13 from the May 7, 2010 memo in the packet. <br />The City Council proceeded to discuss whether the criteria would be a disclosure or disqualifier. <br />Discussion on disqualifiers included geographical scope, subsidiaries and length of time.
