DIR Contract No. DIR -SIM- 098- C'OSNI <br />INTERLOCAL COOPERATION CONTRACT <br />BETWEEN <br />THE TEXAS DEPARTMENT OF INFORMATION RESOURCES <br />AND <br />CITY OF SAN MARCOS <br />THIS INTERLOCAL COOPERATION CONTRACT (Contract) is entered into by and between <br />the City of San Marcos a political subdivision of the State of Texas (Customer), and the STATE OF <br />TEXAS, acting by and through the DEPARTMENT OF INFORMATION RESOURCES, 300 West 15 <br />Street, Suite 1300, Austin, Texas 78701 [DIRE, pursuant to the authority granted and in compliance with the <br />provisions of the Interlocal Cooperation Act, Texas Government Code, Chapter 791. <br />SECTION I. STATEMENT OF SERVICES TO BE PERFORMED <br />2.01. PROJECT SCOPE OF WORK. The DIR Network and Security Operations Center (NSOC) will <br />provide external security monitoring services for all Customer designated external facing <br />components (e.g. Firewall /s) which will provide System Logs (Syslog) to DIR's Security <br />Information Management (SIM), which then provides external network monitoring and alerting as <br />specified in Texas Government Code (TGC) § 2059.104. SIM provides alerting of malicious traffic <br />but cannot access system data or information. Only SIM- supported external facing components can <br />be monitored. Intrusion detection, intrusion prevention, firewall configuration, maintenance, and <br />management services are also available using DIR's Managed Security Services contracts. <br />Receiving Agency will work with DIR to properly provision the SIM service. Work may include <br />configuring Receiving Agency devices and modifying logging parameters. <br />2.02. Vulnerability Scans. As part of the security monitoring service the DIR SOC performs periodic <br />vulnerability scans against public IP address ranges provided by Receiving Agency. The scans are <br />non - intrusive and are used to help in correlating security vulnerabilities with other security events. <br />if Receiving Agency does not consent to this periodic vulnerability scan please indicate by checking <br />this box: ❑ <br />2.03. IMPLEMENTATION REQUEST FOR INFORMATION. Network and contact information <br />required to implement this agreement will be provided by Receiving Agency in a separate document. <br />SECTION III. FEES FOR SERVICES AND CONTRACT AMOUNT <br />3.01. COST. There is 110 cost to the Customer for this basic service through August 31, 2011. <br />
