170 <br />regular meeting, january 12, 1976 page three <br />"Upon acceptance of the provisions of this Order by the appropriate <br />officials of the City of San Marcos, IT IS ORDERED that Franklin <br />Street extending from Girard Street, South and West to Bishop Street, <br />a distance of approximately 0.3 mile....." <br />Mr. Hansen seconded the motion, which passed unanimously. Mr. Hansen moved <br />the Resolution be approved, as amended. Mr. Breihan seconded the motion, which <br />passed unanimously. <br />The Mayor read the caption of a Resolution as follows: <br />?f <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ESTABLISHING A SENIOR CITIZENS ADVISORY BOARD, ESTABLISHING MEMBER- <br />SHIP ON SAID BOARD, AND PROVIDING POLICY AND GUIDELINES FOR TH=E <br />OPERATION OF SAID BOARD. <br />Mr. Sutton moved approval of the Resolution. Mr. Hansen seconded the motion. <br />Mrs. Frances Emery, current chairman of the Advisory Board, came before the <br />Council with recommendations for amendments to the Resolution proposed by <br />• Dr. A.A. Grusendorf, also a member of the board. The proposed amendments were <br />with reference to the form and construction of the Resolution rather than the <br />content except that it was recommended that the ex-officio members be also <br />': designated as non-voting members. Mr. Flores suggested the Resolution be tabled <br />for further study. Mr. Breihan suggested the Advisory Board meet with the City <br />Manager and City Attorney. Mayor Craddock moved the Resolution be amended to <br />a designate the ex-officio members as non-voting members. She suggested the Board <br />f work within the framework of the Resolution and report to the Council if they <br />found it unworkable. Mr. Flores seconded the motion, which passed unanimously. <br />On the motion to approve the Resolution as amended, all members voted affirmatively. <br />Mayor Craddock introduced for consideration the award of a contract for the <br />construction of T Hangars at the San Marcos Municipal Airport. The City Manager <br />recommended the low bid submitted by Alton Watson Construction Company be <br />` accepted. He informed the Council that the Airport Commission concurred in the <br />recommendation. Mr. Sutton moved the bid be awarded Alton Watson Construction <br />" Company in the amount of $47,245.00. Mr. Hansen seconded the motion, which passed <br />;x unanimously. <br />1' <br />k. The Mayor introduced for consideration the award of bid for sanitation containers. <br />Mr. Hansen moved the bid of Pak-Mor of San Antonio in the amount of $19,600, with <br />l% discount if invoice paid within twenty days of receipt. Mr. Flores seconded <br />the motion, which passed unanimously. <br />The Mayor introduced for consideration the award of bid for firefighting equipment. <br />Mr. Arredondo moved the bid of Simms Fire Equipment Company be accepted in the <br />t"amount of $5,520. Mr. Hansen seconded the motion, which passed unanimously. <br />Mr. Sutton moved to ratify the appointment by the City Manager of Charles Stone <br />"as Tax Assessor-Collector. Mr. Hansen seconded the motion, which passed unanimously. <br />Mr. Hansen moved to recess to executive session to discuss bids submitted on <br />"Urban Renewal properties at 8:45 p.m. Mr. Flores seconded the motion, which <br />1 passed unanimously. <br />Mr. Hansen moved the Council reconvene in Regular Session at 9:50 p.m. Mr. Flores <br />seconded the motion, which passed unanimously. Mayor Craddock reported that the <br />v Council had discussed various aspects of Urban Renewal properties which are now <br />ithe obligation of the City and that they wished to establish two policies: (1) with <br />,, regard to the sale of property, only the current appraised market value will be <br />.,„considered as the minimum bid price; and (2) a land use change is to be initiated <br />immediately to change tracts ll-1A and 8-1 from multifamily to public use. <br />;Mr. Sutton moved the policies be approved. Mr. Hansen seconded the motion, which <br />'passed unanimously. <br />y
