PROPOSITION NO.6 The amendment of Sectiol1 6~08 of t11e City Cllarter to revise the time for calling an election after certification of a recall petition to conforn1 to a change in state law. PROPOSITION NO.7 Tl1e mnel1dmel1t of Section 7 ~O 1 of the City C11arter to prescribe tile COl11positiol1 of tIle planning and zoning cOffilnission and the qualifications of its nlembers i11 tl1e City Charter rather than by ordinaI1ce. SECTION 4. T11e amel1dmel1ts to the City Cl1arter in Propositioll Nos~ 1,2,3,4, 5, 6, al1d 7 having been approved by a Inajority of the votes cast ill the electioll, t11ese amendme11ts shall take effect from and after the effective date of this ordinance~ SECTION 5~ The importance of this Ordinance creates an emergency and an imperative pllblic l1ecessity, and tile provisions of tIle Charter requiring that ordinal1ces be presented at three separate meetings, and that ordinances do 110t take effect until tel1 days after tIle date of final passage are suspended, and tl1is Ordinal1ce \vill tal<e effect Up011 publication of 110tice of its adoption in a newspaper of general circulatiol1 in tIle City. ~ PASSED.
