Box 9970 <br />College Station, Texas 77840 <br /> <br />September 20, 1976 <br /> <br />REPORT TO THE <br />CITY COUNCIL <br />CITY OF SAN MARCOS, TEXAS <br />WORKSHOP MEETING <br />SEPTEMBER 20, 1976 <br /> <br />I. <br /> <br />For some time now, our firm has been obtaining data from LCRA, and sifting <br />through the data for that applicable to the City of San Marcos. We have had 1:0 <br />go back to LCRA several times to clarify and correct data. We are now at the <br />point where the data is meaningful to us. We still have some numbers that ar'~ <br />estimates made by Us - but we are confident they are close enough to make our <br />conclusions valid. <br /> <br />All analyses have been made on the test year data - July 1, 1975-June 3D, <br />1976. <br /> <br />All analyses have been made on the basis of accepting the wholesale rate <br />charged all Cities and Cooperatives and evaluating only that the retail rates <br />are proper. <br /> <br />Our conclusions are: <br /> <br />(1) The electric rates charged the City of San Marcos citizens by the <br />Lower Colorado River Authority were higher than justified. <br /> <br />(2) The rates 'proposed by the Gilbert Management Consultants in their <br />report of October 28, 1975, and unofficially offered the City last <br />month, are also higher than can be justified. <br /> <br />I <br /> <br />Therefore, we propose that the next step be to contact the LCRA and <br />arrange a meeting with your Mayor, City Manager, and our personnel with the <br />LCRA personnel. At this meeting, we would propose to give them our analysis <br />of the financial records and to inform them that if they will present rate <br />schedules in line with this analysis, we will recommend you accept them. <br /> <br />. <br />
