<br />. <br /> <br />. <br /> <br />STATE OF TEXAS <br /> <br />COUNTY OF HAYS <br /> <br />A G R E E MEN T <br /> <br />I <br /> <br />WHEREAS, the Urban Renewal Agency of the City of San Marcos <br /> <br />is a duly created and existing agency authorized to exercise <br /> <br />Urban Renewal Proj ect Powers purs'uant to Texas Urban Renewal LaW", <br /> <br />Article l269 L-3, Revised Civil Statutes of Texas, as amended; and <br /> <br />WHEREAS, the Housing and Community Development Act of 1974 <br /> <br />enacted a system of community development block grants with the <br /> <br />primary objective being the development of viable urban communi- <br /> <br />ties; and <br /> <br />WHEREAS, the specific objectives of community development <br /> <br />block grant activities include: <br /> <br />I <br /> <br />1. Eliminating slums and blight and preventing <br />the deterioration of property and community <br />facilities of importance to the welfare of <br />the community; <br /> <br />2. Eliminating conditions which are detrimental <br />to health, safety, and public welfare, through <br />code enforcement, demolition, rehabilitation <br />and related activities; <br /> <br />3. Conserving and expanding the nation's housing <br />stock; <br /> <br />4. Expanding and improving the quantity and <br />quality of community services, principally <br />for persons of low and moderate income; <br /> <br />5. More rationally utilizing land and other national <br />resources and better arranging residential, <br />commercial, industrial, recreational and other <br />needed activity centers; <br /> <br />I <br /> <br />6. Reducing the isolation of income groups within <br />communities and geographical areas and pro- <br />moting an increase in the diversity and vitality <br />of neighborhoods by expanding housing opportu- <br />nities for persons of lower income and revital- <br />izing neighborhoods that have deteriorated <br />to attract persons of higher income; and <br /> <br />7. Restoring and preserving properties of special <br />value for historic, architecture or esthetic <br />reasons; and <br /> <br />WHEREAS, the Urban Renewal Agency of the City of San Marcos, <br /> <br />by virtue of its Urban Renewal Project Powers, is particularly <br /> <br />~~.~~. <br /> <br />2~ <br /> <br />i, <br /> <br />/ <br /> <br />-..:..... <br />
