The Mayor announced that the ordinance had been passed finally. The Ordinance is as follows: WrlliREAS) each and all of the members of the City Council of the City of San 1'1arcos was duly and sufficiently notifiedo offi- cially and personally, in advance, of the time, place and purpose of this meeting; and WHEREAS, proper notice of this meeting has been duly and timely posted as provided by law; and WB~REAS, the City Council determines and finds the advisability and necessity of constructing a city hall for said City and that sa,me is an authorized need and said City has the requisite p01Ver and authority to contract for such construction and to issue interest-bearing certificates of obligation for the purpose of paying the contractual obligation and indebtedness of said City to be incurred by such construction, and for legal services and other related expenses in connection therewith, and WHEREAS, the City Council of the City of San Marcos has heretofore passed an ordinance authorizing the issuance of CITY OF SAN lciARCOS CERTIFICATES OF OBLIGATION, SERIES 197Lf, for the purpose of paying the contractual obligation and indebtedness to be incurred in the constructing of a city hall for said City and for legal services and other related expenses in connection therewith, and a contract was duly entered into for said purpose, and WlillREAS) the following claim, duly verified, has been pre- sented to the City Council; CLAn!
