Sixty-five (65) <br />of those signatures were found to be invalid due to non-residence in City, <br />duplication of signatures, duplication of handwriting, or not being qualified <br />voters. <br /> <br />The valid petitions, numbers 1, 3, 4, 5, 6, 7, 8, 11, 13, 14, 15, 16, 17, and <br />20, then contain 328 qualified and valid signers. <br /> <br />The Charter requires such petitions to contain signatures in an amount equaling <br />ten percent (10%) of the qualified voters voting in the last regular city <br />election, or, based on the April 3, 1973 election figures, 314 signatures. <br /> <br />It is then the determination of the City Secretary's Office that the petition <br />requesting an election to consider the City's adoption of the Firemen's and <br />Policemen's Civel Service Act is certified to be sufficient. <br /> <br />~~ <br />
