The Ordinance is as follows: <br />WHEREAS, each and all of the members of the City Council of <br />said City was duly and sufficiently notified, officially and per- <br />sonally, in advance, of the time, place and purpose of this <br />meeting; and <br />WHEREAS, proper notice of this meeting has been duly and <br />timely posted as provided by law; and <br />WHEREAS, the City Council has heretofore determined the <br />advisability and necessity of constructing a city hall for said <br />City and that same is an authorized need and said City has the <br />requisite power and authority to contract for such construction <br />and to issue interest-bearing certificates of obligation for the <br />purpose of paying all or part of the contractual obligation and <br />indebtedness of said City to be incurred in the constructing of <br />a city hall for said City, and for legal services and other <br />related expenses in connection therewith; and has heretofore <br />authorized the issuance of such certificates of obligation and <br />the levy of a tax in payment thereof, and <br />WHEREAS, notice to bidders for the construction of a city <br />hall for said City has been duly and legally given and published <br />for the time and in the manner as prescribed by law; and <br />WHEREAS, said bids have been received, opened, considered <br />and found to be in proper order and in compliance with the notice <br />to bidders; and the City Council determines it is to the best <br />interest of said City to award a contract thereon; and <br />WHEREAS, the urgent necessity for the construction of a city <br />hall for said City requires that this Ordinance be passed as an <br /> <br />I <br />
