<br />II. PURPOSE
<br />
<br />The purpose of this plan is to provide for emerqenc:y operations in Bays county
<br />and the cities of San Miu;cos, Buda, and Kyle as well as the unincorporllted
<br />towns and COIIlIIIW1ities within the county proper. In pursuit of this purpose,
<br />existing forms of local. govermaent will be utilized in cooperation with the SUe.
<br />and Federal Governments. The governments of the Cities of San .Marcos, Duda, and
<br />Kyle and Bays County are responsible to their respective citizens for savin<;
<br />lives, miniulizillq damage, alleviatinq sufferillq, and helping to rest:Ore and
<br />rehabilitate property and society in the event of a natm:al. disaster or J1lltional
<br />emergency, inclu4ing nuc1.ear attack or threat thereof.

<br />
<br />A. SITUATION
<br />
<br />Hays County is located in central Texas 12 miles south of Austin, contains 650
<br />square miles and has an esti.D1ated 1974 population of 30,700 people, Tourist
<br />and recreational facilities provided by Aquarena Springs, the resort COIlllllU-
<br />nity of Wimberley and the many rivers and streams throughout the county attract
<br />many nonresidents d~ing good weather conditions and during hunting season.
<br />
<br />The county contains three incorporated and seven Unincorporated cities and ..
<br />The inco:z:porated cities are located along the eastern edge of the county al.
<br />m 35 and the Missouri Pacific Railroad. The incorporated cities are San ",
<br />Marcos, population 18,860, Buda, population 498, and Kyle, POPUlation 1,629.
<br />Unincorporated cOllllll1.Ulities are Driftwood, Dripping Springs, Henly, Mount Gainor,
<br />Niederwald, Uhland, and Wimberley. Wimberley community has a population of
<br />approximately 3,000 people. The other unincorporated cOllllllunities contain
<br />fewer than 100 peep1e each.

<br />Hays County is serviced by Interstate Highway 35, U"S. 81, U,8.
<br />Highways 21, 80, and 123; llanch Reads 12, 621, 2001, 967, 1626,
<br />967, 1826, 2325, 32, 2439, 2770 and park Road P4.
<br />

<br />In addition to being the county seat, the City of San Marcos is the home of
<br />Southwest Texas State University which has a student and faculty population
<br />of approximately 12,000; San Marcos Academy (1,000 people) and the Gary
<br />Job Corp Center ( people) ,
<br />
<br />Several military installations are located in the general vicinty of Bays
<br />County. The San Antonio military complex is 38 miles south of the C01.Ulty
<br />line, and Bergstrom .!\FB is 12 miles northeast. Other military installations
<br />are Fort Hood, 68 miles north; Goodfellow AFB at San Angelo, 150 mUes west,
<br />and Coxpus Christi Naval Air Station, 145 miles south-southeast.
