In a nuclear attack, Hays County and ciUes and communiUes within most <br />probably would receive radioactive fallout frOlll attacks against mili1:ary <br />complexes at Fort: Hood, Austin, San Antonio, Abilene, San Angelo, and <br />Corpus Christi. <br /> <br />3. The county and i1:8 cities and COIIlIIlunities would receive 1arg8 numl:lenl <br />of refugees from Austin and San Antonio in the event of a major <br />disas1:er such as nw:lear attack. <br /> <br />IV. GENERAL <br /> <br />A. CONCEPT <br /> <br />The County Judge and Mayors as chief executives and the Wimberley Civil <br />Defense Coordinator are responsible for directing all emergency measures <br />within their respective jurisdictions/commWlities from their particular <br />EOC. Existing agencies of governments in Hays County, San Marcos, Buda, <br />and Kyle and the Wimberley Chamber of Commerce will perform emergency <br />acitvities related to those they perform in normal day to day operations. <br />The basic fun6tions of the officials of the County ana cities is to coordinl <br />these activities for utmost efficiency and effectiveness, and to assure tha <br />any skills not normally available in existing governments of the County and <br />cities are obtained from other cCll\lll\W1ity sources. <br /> <br />.~ <br /> <br />B. EMEBGENCY OPERATIONS, CEN'l'ER (EOC) <br /> <br />The County Judge, Mayors, and the Wimberley Civil Defense Coordinator <br />assisted by their respective commissioners/Aldermen/councillllen, the <br />disaster preparedness coordinator, heads of departments, agencies and <br />services will exercise direction and control from their respective EOC's. <br />The Hays County/City of San Marcos Eoe is located in the central fire <br />station. The City of Buda roe is located in City Hall. The eity of <br />Kyle Eoe is located in the elementary school. The Wimberley EOC is located <br />in the public school building. The Mayors and County Judge, Councillllen, <br />Aldermen, Coll\lllissioners, Disaster Preparedness coordinators have the authority <br />to activate their respective EOC's as they deem appropriate to properly <br />face actual or threatened emergencies, Those persons having emergency EOe <br />assignments will proceed to their respective EOC when it is activated. <br />The Disaster preparedness Coordinator will prepare and keep current Standard <br />Operating procedures (SOP's) on EOC Operations and' EOC staff ros1:erS for each :&oe. <br /> <br /> <br />C.
