<br />I <br /> <br />I <br /> <br />I <br /> <br />NIt""ES OF GARY AEPORT CQ:-C--IITTEE l't~'ING <br /> <br />- . <br /> <br />62.1 <br /> <br />The Committee appointed by the San l'!arccsCity Council On September 9, 1974 <br />to study and provide recommendatio~s to the Council on actions to be taken <br />at Gary Airport met at Hill's Restaurant in San l'~rocs at 7:30 P.M., Wednesday, <br />September 11, 197~. Present were George Gilbert, elected Chairman of the <br />Committee, John Stokas, Emmett ~lcCoy and Allan Gill. Committee members that <br />were absent from the meeting were Hmiard Yeargan and Ross King. <br /> <br />Mr. Stokes proposed that the Committee draw up recoittmendations to be pre- <br />sented to the City Council which should be used as guidelines for the deve- <br />lopment of the Airfield facilities at Gary. The recommendations in the form <br />of a report are due to be presented to the Council in a workshop session <br />scheduled for Monday, September 16, 1974 at 7:30 P.M. <br /> <br />Mr. Hugh Lyons of the Federal Aviation Administration, Department of Trans- <br />portation, based in Houston, and Mr. Anthony Bingler of the Texas Aeronautical <br />Commission are scheduled to appear before the Council, City Attorney, City <br />Manager and this committee to answer questions and advise the city officia Is <br />of the various programs and assistance avai lable for the development of Gary <br />as an active airport. This meeting is set for 1:00 P.M., Wednesday, September <br />18.1 1974, at the City Council Chambers~ Hr. Stoi<es feels. thaL the Federal <br />Government and the State have established a very high priority for the deve- <br />lopment of Gary due largely to the saturated conditions existing at the airports <br />around the cities of Austin and San Antonio. This priority should make it con- <br />siderably easier for the city to obtain State and Federa 1 aid. <br /> <br />The committee discussed a series of flying visits to airports in the Central <br />Texas vicinity to show members of the Council what has and can be done at <br />facilities comparable to Gary. These visits would also serve as a source of <br />information for the COlmnittee members to use in developing their recommendations <br />to the Council. Tentatively identified as desirable facilities to visit are <br />New Braunfels, Victoria County AP and Rockport. Also mentioned were Georgetown, <br />James Connally, Addison and Kerrville. The latter facilities are less comparable <br />to those at Gary and the operational development considerably different. <br /> <br />Mentioned were the various types of State and Federal matching funds and grants <br />that might be available for Gary. As an example the Federal Government has re- <br />cently provided grants up to $15,000 for government facilities that have been <br />turned over to civil governments. These were study grants. <br /> <br />Next discussed were the several approaches to managing the operation of Gary~ <br />Fixed Base Operator l;ith overall responsibility for the operation and develop- <br />ment of the existing and future facilities; individual leases for use of private <br />and commercial operations; an Airport Commission to oversee the op2ration and to <br />act as an intermediary between the Fixed Base Operator and the City Council. A <br />general discussion about these items then follO'ived among the Comraittee Hembers and <br />these interested individuals present at this meeting. A list of all those in <br />attendance is attached. Recommendations for the terms and conditi.ons of leases to <br />private individuals were to be discussed after the visits to nearby airports and <br />were to be based On the general practices in use at other sites. Also discussed <br />Ims the possibility of development of buildings and facilities by the City and the <br />subsequent leasing to indiViduals. Examples of this type of approach at other <br />cities were cited with the attendant results and economic benefits to the communi- <br />ties involved. <br />
