That urgent necessity requires that this ordinance be passed <br /> <br />as an emergency measure for the immediate preservation of the public peace, <br /> <br />property, health, welfare, and safety of said City and its inhabitants; <br /> <br />therefore, the provision of the Charter of the City of San Marcos, Texas <br /> <br />I <br /> <br />which ordinarily requires no ordinance shall become effective until the <br /> <br />expiration of ten (lO) days following the date of its final passage be <br /> <br />dispensed with.
