<br />130 <br /> <br />RESOLUTION NO. 1974~44~R <br /> <br />I <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, REQUESTING THAT THE LOWER COLORADO RIVER AUTHORITY <br />PROVIDE INFORMATION TO THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS IDENTIFYING THE COMMODITY PRICE INDEX CHARGES, <br />FUEL EXPENSES AND REQUESTING SAID INFORMATION BE TRANSLATED <br />INTO TERMS REFLECTING THEIR EFFECT ON THE AVERAGE MONTHLY <br />BILL, AND PETITIONING THE LOWER COLORADO RIVER AUTHORITY <br />TO APPLY COMMODITY PRICE INDEX INCREASES TO WHOLESALE AS <br />WELL As RETAIL CONSUMERS. <br /> <br />WHEREAS, the City Council of the City of San Marcos is deeply interested in <br />all factors used in computinR monthly electrical bills within the City of <br />San Marcos; and, <br /> <br />WHEREAS, the City Council of the City of San Marcos believes that the citizens <br />of the City of San Marcos have a right to know for what charges they are <br />paying; now, therefore, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: <br /> <br />PART 1. That the City Council of the City of San Marcos, Texas, re~uest <br />from the Lower Colorado River Authority information regarding charges computed <br />in determining the commodity price index on a monthly basis to be delivered <br />to the City Hall for citizen consideration; that LCRA provide a breakdown of <br />fuel cost showing the difference in fuel cost in the base rate and fuel cost <br />in the present bills and billing system; that LCRA provide an average retail <br />bill specifically showing the effect of both commodity price index and the <br />fuel adjustment clauses on that average bill; that from this time forward LCRA <br />display on all bills in the City of San Marcos a breakdown of the charges for <br />commodity price index adjustment, fuel adjustment, and base rate; and that full <br />disclosure be made of the billing practices and procedures of the Lower <br />Colorado River Authority. <br /> <br />I <br /> <br />PART 2. That the City Council of the City of San Marcos, Texas, request that <br />from this date forward and pursuant to LCRA's schedule WP-l effecting wholesale <br />customers that wholesale customers of LCRA also be charged the commodity price <br />index adjustment as LCRA presently charges retail customer,,; it being the <br />opinion of the citizens of San Marcos that the failure to do so amounts to <br />discrimination against retail customers in that commodity price index adjustment, <br />if valid at all, would run to the whole of LCRA's electrical generation operation. <br /> <br />PART 3.
