/.

I

I

I

?

LOCKWOOO ANOREWS & NEWNAM, INC.

CONSULTING ENGINEERS

CORPUS CHRISTI VICTOj::;/IA TEXAS

VICTORIA,T!!:XAS 77QQI

Feb ruary 20, 1973

Mr. Mark Gresham, City Manager
City of San Marcos
P. O. Box 725
San Marcos, Texas 78666

Dear Mark:

I 'hope you wi II excuse the delay in getting back to you regarding the
subdivision ordinance. Ron Hi 11 reported to me the visit which he
had with you on February 7. Since then I have given the matter some
thought.

It has been our experience that the initial writing or rewriting of a
subdivision ordinance wi" create no small amount of public interest
and concern. Also, a lot of problems can be eliminated by encouraging
participation by a selected group of citizens, during preparation of
the ord i nance.

Therefore we propose the following method for rewriting the City of
San Marcos Subdivision Ordinance.

I. Collect, review, summarize and comment on ordinances In use I -:)
by several cities in south central Texas. Campi Ie this data in the /1;,G,v
form of a preli, minary study including a ,suggested ordinance for San ?(JrD' /'
Marcos, uti I izing the TML ordinance as a guide. Svv~

2. Attend meetings of the selected citizens group to discuss our/ ./
recommendations and obtain input from members of the group. Based on
these discussions, prepare a draft ordinance to be presented at a publ ic
hearing.

3. Following a public hearing, prepare a final ordinance to be
acted upon by the City Counci I.

Due to the nature of the work, we propose to do this assignment on a per
diem basis. Vie estimate the cost of preparing the prel iminary report
and suggested ordinance at about $2800 to $3500. The cost of attending
meetings, hearing and preparing the final ordinance could vary from
$1000 to $2500 depending on the number of meetings necessary.

If this proposal is acceptable, please advise us and we are ready to
start work. Vie should be able to have the preliminary report and draft
ordinance within 45 days after receiving authorization to begin.
