In order to implement and facilitate the effectuation <br />of the Urban Renewal Plans hereby approved, it is found and <br />determined that certain official action must be taken by this <br />Body with reference among other things, to change in zoning, <br />and vacating and removal of streets, alleys, and other public <br />ways, the establishment of new street patterns, the location <br />and relocation of sewer and water mains and other public <br />facilities, and other public action, and accordingly, this <br />Body hereby (a) pledges its cooperation in helping to carry <br />out the Urban Renewal Plans, (b) requests the various officials, <br />departments, boards, and agencies of the Locality having admin- <br />istrative responsibilities in the premises likewise to cooperate <br />to such end and to exercise their respective functions and powers <br />in a manner consistent with the Urban Renewal Plans, and (c) <br />stands ready to consider to take appropriate action upon proposals <br />and measures designed to effectuate the Urban Renewal Plans. <br /> <br />10. Additional financial assistance under the provisions <br />of Title I of the Housing Act of 1949, as amended, is necessary <br />to enable the land in the areas comprising the Program to be <br />renewed in accordance with the Urban Renewal Plans for the Program, <br />and accordingly, the proposed Program and the annual increment <br />are approved and the Local Public Agency is authorized to file <br />an application for financial assistance under Title I. <br /> <br />11. It is hereby found and determined that those areas in <br />Neighborhood Development Program, Tex. A-6 designed in the Urban <br />Renewal Plans for said project for total clearance are included <br />within a slum clearance and redevelopment section of said Project <br />and (a) that the rehabilitation of such section with clearance <br />would be impractical, infeasible and ineffective based upon this <br />Governing Body's finding from the evidence presented to it in <br />connection with the attached Plans and also the facts and evidence <br />produced at the public hearing held in connection therewith, that <br />at lease 50 percent of the structures in said slum clearance <br />and redevelopment sections of Neighborhood Development Program, <br />Tex. A-6 are dilapidated beyond the point of feasible rehabilita- <br />tion, or are otherwise unfit for rehabilitation; and (b) that <br />there exists other blighting characteristics, such as over- <br />crowding of structures on the land, mixed uses of structures, <br />narrow, crooked, inconvenient, conjested, unsafe and otherwise <br />deficient streets, and deficiencies in public utilities, re- <br />creational and community facilities. <br /> <br />12.
