Flot'es , constituting <br /> <br />had, to wit: <br /> <br />a quorum, at which time the following, among other proceedings, were <br /> <br />The proposed ordinance was introduced and read in fUll. <br /> <br />Councilman <br /> <br />King <br /> <br />moved that the rule requiring ordinances <br /> <br />to be read at more than one meeting of the Council be suspended and <br /> <br />that said ordinance be passed as an emergency measure because of <br /> <br />the emergency stated in the preamble to said ordinance and that <br />said ordinance become effective immediately from and after its <br /> <br />passage.
