1 The Mayor announced that the ordinance had been passed finally. The Ordinance is as follows: WHEREAS, each and all of the members of the City Council of said City was duly and sufficiently notified, officially and per- sonally, in advance, of the time, place and purpose of this meeting; and ~~REAS, proper notice of this meeting has been duly and timely posted as provided by law; and WHEREAS, the City Council has heretofore determined the advisability and necessity of constructing a poJice and courts building for said City and that same is an authorized need and said City has the requisite power and authority to contract for such construction and to issue interest-bearing certificates of obligation for the purpose of evidencing the contractual obliga- tion and indebtedness of said City to be incurred in the con- struction of same and for legal services and other related expenses in connection therewith, and has heretofore authorized the issuance of such certificates of obligation and the levy of a tax in payment thereof; and WHEREAS, notice to bidders for the construction of a police and courts building for said City has been dUly and legally given and published for the time and in the manner as prescribed by law; and 1 1 WHEREAS, said bids have been received, opened, considered and found to be in proper order and in compliance with the notice to bidders; and the City Council determines it is to the best interest of said City to award a contract thereon; and WHEREAS, the urgent necessity for the construction of a police and courts building for said City requires that this Or- dinance be passed as an emergency measure for the immediate preservation of the public peace, property, health, welfare and safety of said City and its inhabitants; therefore, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS: Section 1.
