<br />sign or signal showing illegal parking by any parking meter, while <br />a vehicle is parked in a parking space adjoining such parking meter, <br />shall constitute in evidence a prima facie presumption that such <br />vehicle has been parked overtime and beyond the period of time <br />fixed by this Division (Division 2.). <br /> <br />IV. <br /> <br />I <br /> <br />That, except as hereby amended, said Code of Ordinances of <br />the City of San Marcos, Texas, shall otherwise remain unchanged. <br /> <br />V. <br /> <br />The public welfare and safety being endangered due to the <br />fact that the present Article VII of the Code of Ordinances of the <br />City of San Marcos, Texas, does not provide prima facie presump- <br />tions of evidence in a number of situations pertinent to the en- <br />forcement of the provisions of said article; therefore, an emer- <br />gency exists, requiring that the provisions of the Charter of the <br />City of San Marcos, Texas, which ordinarily require ordinances to <br />be read on three (3) several days and that no ordinance shall be- <br />come effective until the expiration of ten (10) days following the <br />date of its final passage, be dispensed with. Thus, this ordinance <br />shall be effective immediately upon its passage by this body and <br />its legal publication in a newspaper having a general circulation <br />in the City of San Marcos, Texas. <br /> <br />PASSED, APPROVED AND ADOPTED this the 11th <br />1972. <br /> <br />day of December, <br /> <br />ATTEST: <br /> <br /> <br />I <br /> <br />APPROVED AS TO FORM: <br /> <br />City Attorney <br /> <br />I <br />
