This relatively high percentage of low income individuals
and families requires a diverse amount of assistance to make their exis-
tance more tolerable. The present amount of resoutes within the city,
public and private, are not adequate to meet this great need.

However, with General Revenue Sharing Funds implemented to supplement
existing social programs, and to begin other coordinated programs, the
plight of the less fortunate can be improved.

Since the areas of Health, Recreation, and Social services for the poor
and aged are included within the framework of authorized Revenue Sharing
expenditures, we have included three brief precis of programs our Agency
would be interested in operating for the disadvantaged with Revenue Shar-
ing Funds. It is our belief that this would be the most efficient and
economical method of handling program expenditures in these areas.

COMMUNITY ACTION MEANS OPPORTUNITY
