Simpson and Company, Jeff Watkins, Nina Pryatel, Jane <br />Wilson, Bill Pryatel, Bill Harrison, Joanne Childress, Dr. Ken Long, <br />Jim Byrn, John Morrisset, Jerri Martin, Glenda Crater, Chris Bishop, <br />Joe Dobie, Daniel Devers and others. <br /> <br />The Mayor Pro-Tem called the meeting to order at 7:30 p.m. <br /> <br />Mr. James introduced for consideration nominations to the Master Plan <br />Committee and the Executive Master Plan Committee. Since all Council <br />Members were not aware of the vacancy on the Master Plan Committee 72 <br />hours in advance, Mrs. Norris moved to table the consideration of the <br />nominations to the Master Plan Committee until the July 6, 1981 meeting <br />and Mr. Brown seconded the motion, which passed unanimously. <br /> <br />Mr. Brown advised that Stephanie Langenkamp~'s nomination was being <br />withdrawn due to her involvement with the Envirornnental Ordinance <br />Committee. She did not feel she would have time to serve on the Exe- <br />cutive Master Plan Committee also. The Council then voted on the two <br />nominations to the Executive Master Plan Committee, who were members <br />of the Master Plan Committee, Richard Cruz and Harry Stewart. On roll <br />call the following vote was recorded: <br /> <br />AYE: Brown, Cavazos, James, Mendez and Norris. <br /> <br />NAY: Kreczmer. <br /> <br />ABSTAIN: None. <br /> <br />Mr. James then opened the public hearing on the items to be included <br />in the City of San Marcos Bond Program. Mr. John Morrisset, Chairman <br />of the Executive Master Plan Committee said the Committee felt the <br />City needed capital improvements. He expressed their concern in the <br />City having a bond program prior to the completion of the Master Plan. <br />The Committee felt that the Bishop Street area was certainly a priority <br />area to be considered in the bond program. Mrs. Beth Morrisset wanted <br />to know what issues were being considered for the bond program, and <br />Mr. James advised her that would be covered thoroughly in the meeting <br />and if she had any questions afterwards, she would be free to ask them. <br />Mrs. Jerri Martin and Dr. Ken Long expressed objection to the length <br />of the bond program and Dr. 'Long also expressed strong reservation to <br />the bond program including Bishop Street prior to the completion of <br />the Master Plan. <br /> <br />Mr. James introduced for consideration approval of the items to be <br />placed in the Bond Program. Mr. Jim Byrn discussed the estimates <br />with Council on the Bishop Street project and alternatives that could <br />be used. City Manager A. C. Gonzalez reviewed with Council the items <br />and amounts to be in the bond program as decided upon at the June 24, <br />1981 Workshop. <br /> <br /> <br />
