Mr. <br />Cavazos moved to amend Section 3.11 - Procedure for passage of <br />ordinances. This would delete the requirement that all ordinances <br />shall be read in open meeting of the council on three several days <br />and allow reading by descriptive caption provided the proposed or- <br />dinance is posted, available to the public 72 hours prior to public <br />meetings. This will appear as Proposition No. 12 on the ballot. <br />Mr. Brown seconded the motion. On roll call the following vote was <br />recorded: <br /> <br />AYE: Brown, Cavazos, James, Kreczmer and Mendez. <br /> <br />NAY: Norris. <br /> <br />ABSTAIN: None. <br /> <br />Mr. James moved for the amendment of replacing the terms "office", <br />"department", "agency", and "officer" wherever they occur in the <br />Charter and refer to the administrative services with the term <br />"administrative unit" and the term "department head" wherever it <br />occurs with the term "immediate administrative subordinate". Mr. <br />Brown seconded the motion, which passed unanimously. This will <br />appear on the ballot as Proposition No. 13. <br /> <br />Mr. Brown proposed the separation of the Planning and Zoning Commis- <br />sion into two separate bodies in the future, perhaps the fall of 1982, <br />when the Master Plan is in operation. Mr. Brown asked that this be <br />placed on the July 6 agenda for council consideration. <br /> <br />Mr. Kreczmer proposed the Charter be amended to include a section <br />for penalties for violation of the Charter under Article I. Sec. <br />1.03. Mr. Kreczmer asked that this be placed on the July 6 agenda <br />for council consideration. <br /> <br />Mr. James proposed an amendment to the Charter to establish payment <br />of Council Members to take effect two years after the amendment would <br />be voted on, so that no member would sit on the council without being <br />re-elected. He asked that this be placed on the July 6 agenda for <br />council consideration. <br /> <br />The meeting adjourned at 10:30 p.m. on motion of Mrs. Norris and se- <br /> <br />conded by Mr. Kreczmer. <br /> <br />Karl W.
