124. <br />Regular Meeting January 13, 2003 Page 3 <br /> <br />Mayor Habingreither introduced for consideration a public hearing and <br />adoption of an Ordinance on emergency, the caption which was read as <br />follows: <br /> <br />~/q ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />EXTENDING THE PERIOD OF A TEMPOP~ARY SUSPENSION OF ISSUANCE OF PERMITS <br />FOR THE CONSTRUCTION OF OFF-PREMISE SIGNS; INCLUDING PROCEDURAL <br />PROVISIONS; PROVIDING FOR PENALTIES; AND DECLARING AN EMERGENCY. <br /> <br />Mayor Habingreither opened the public hearing and asked if anyone wished <br />to speak. 1) Dianne Wassenich stated she feels billboards are <br />unattractive. She stated it is embarrassing to see so many signs while <br />entering the City. She encouraged the Council to extend the moratorium <br />and to please take this matter seriously. 2) Chris Stohes stated he <br />supports the moratorium but does not support more signs. He feels there <br />should be a cap on signs. 3) Gay Guereinger, Gunnarson Outdoor <br />Advertising, stated she feels this moratorium should be extended so a <br />Workshop could be held to hear the citizens' concerns. Mayor Habingreither <br />asked if anyone else wished to speak. No one did, so Mayor Habingreither <br />closed the public hearing. Mr. Mihalkanin moved for adoption of the <br />Ordinance on emergency, and Ms. Tatum seconded the motion. Mayor <br />Habingreither stated this Ordinance needs serious consideration. He feels <br />the moratorium should be extended for 180 days. Mr. Mayhew moved to amend <br />Section 2 to read, The period of suspension is extended to include the <br />period from January 24, 2003 through July 24, 2003, and Ms. Tatum seconded <br />the motion, which passed unanimously. (Mr. Montoya was not present to <br />vote on this item). On roll call for adoption of the Ordinance on <br />emergency, the following vote was recorded. <br /> <br />AYE: <br /> <br />Mihalkanin, Habingreither, Taylor, Mayhew and Tatum. <br /> <br />NAY: Narvaiz: <br /> <br />ABSTAIN: None. <br /> <br />(Mr. Montoya was not present to vote on this item). <br /> <br />Mayor Habingreither introduced for consideration approval of four <br />appointments to the Parks and Recreation Advisory Board. Ms. Narvaiz moved <br />for the appointment of Melanie Froh, Mr. Taylor moved to appoint Wayne <br />Becak and Boots Dunn and Mr. Mayhew moved to reappoint Mo Johnson and to <br />appoint Greg Griffin and Ms. Tatum moved to reappoint Pete Owen and Robert <br />Puente. On roll call the following vote was recorded: <br /> <br />Mihalkanin: Puente, Johnson, Griffin and Owen. <br /> <br />Montoya: <br /> <br />not present <br /> <br />Narvaiz: Puente, Froh, Johnson and Griffin. <br /> <br /> <br />
