Mayor Habingreither introduced for consideration adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAM MARCOS, TEXAS, APPROVING A GRANT LETTER AGREEMENT WITH THE LOWER COLORADO RIVER AUTHORITY FOR THE ADVAMCED LAW ENFORCEMENT RAPID RESPONSE TRAINING PROJECT; AND DECLARING AM EFFECTIVE DATE. Mr. Mihalkanin moved for adoption of the Resolution and Ms. Tatum seconded the motion. Mr. Mark Taylor clarified the fourth paragraph. The Council then voted unanimously for adoption the Resolution. Mayor Habingreither introduced for consideration approval of minutes of the Regular Meeting held December 2, 2002, and Regular Meeting held December 9, 2002, approval of two Ordinances on second reading, adoption of eleven Resolutions and approval of Change in Services No. 1 in the amount of $17,628.00 regarding the Clovis Barker Roadway Reconstruction to FUGRO South LP for field material testing, on consensus. The Council removed Item 28, adoption of Resolution, to be considered separately. Mr. Taylor moved for approval of minutes of Regular Meeting held December 2, 2002, and Regular Meeting held December 9, 2002, approval of two Ordinances on second reading, adoption of the remaining ten Resolutions (Item 33, adoption of Resolution, is adopted as amended), and approval of Change in Services No. 1 in the amount of $17,628.00 regarding the Clovis Barker Roadway Reconstruction to FUGRO South, LP for field material testing, by consensus, and Mr. Montoya seconded the motion, which passed unanimously. AM ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAM MARCOS, TEXAS, REVISING RESIDENTIAL WATER AMD WASTEWATER DEPOSITS UNDER SECTION 86.197 OF THE CITY CODE; REVISING FEES UNDER SECTION 86.197 OF THE CITY CODE FOR METER TAMPERING, METER TESTING AND METER INSTALLATION; REVISING SECTION 86.198 OF THE CITY CODE TO AUTHORIZE CUSTOMER-SIDE SERVICE CALL FEES AND REPEAT-LINE LOCATE FEES AMD SETTING THE AMOUNTS OF THESE FEES; INCLUDING PROCEDURAL PROVISIONS; AMD PROVIDING FOR PENALTIES.
