The motion carried <br />unanimously. <br />END OF CONSENT AGENDA <br />18. Consideration of appointments to the following Boards or Commissions: <br />A. Ethics Review Commission <br />B. Planning and Zoning Commission <br />Toby Hooper was appointed to the Ethics Review Commission. <br />Cecil Pounds, Jeremiah Pizana, and Betsy Robertson were appointed to the Planning and <br />Zoning Commission. However, upon a motion made by Councilmember Jones and a <br />second by Councilmember Couch, the City Council voted five (5) for and two (2) <br />opposed, with Councilmembers Thomaides and Bose voting against, to reconsider the • <br />appointments and take another vote due to Mr. Pizana not meeting the qualifications to <br />serve. The motion carried. <br />Cecil Pounds, Allen Shy and Jim Stark were appointed to the Planning and Zoning <br />Commission. The appointees will draw lots for the available terms. <br />19. Consideration for adoption of Ordinance 2008-31 on emergencv, amendin <br />Article 4, Wreckers, of Chapter 90, Vehicles For Hire, Section 90.291, Limitations <br />on Fee Amounts, of the San Marcos Citv Code to update fees for wrecker services <br />that perform towing in the City; discussion and direction to staff regarding <br />preparation of ordinance amendments concerning towing practices. <br />MOTION: Upon a motion made by Councilmember Thomaides and a second by <br />Councilmember Couch, and amended by Councilmembers Guerrero and Couch, the City <br />Council voted seven (7) for and none (0) opposed, to approve Ordinance 2008-31 on <br />emergency, as previously captioned.
