Of the remaining supplemental funding items, the following consensus was provided: • <br />EMS $100,000 <br />Hays CAD 35,554 <br />Arts Projects 8,500 <br />CARTS 20,000 <br />Arts Master Plan 10,000 <br />Council was presented with an updated Hotel Occupancy Tax worksheet that included a <br />new request from Tanger for an additional $100,000. Council consensus was to fund the <br />full request of $250,000. The Minority Tourism Board is requesting the same amount as <br />last year ($68,465) and requesting that the Hispanic Chamber is not the contractor. An <br />Intercept Study will be placed back into the CVB budget for $549,117. The remaining <br />fund balance is $93,855. The City Manager was directed to investigate what can be done <br />to fund transportation issues. Council decided to put $36,000 for transportation and the <br />remainder to be used for festivals and events. <br />24. Discussion on the CARTS Annual Report, including but not limited to <br />operations, route changes and budget requests, and provide direction to staff. <br />David Marsh, General Manager, briefly discussed the various services provided: CAT <br />Fixed Route System, Community Transit, Medical Transportation Program, Greyhound <br />Agent, Greyhound Package Express, Amtrak, and the San Marcos Station. They have <br />recently coordinated with Texas State University to extend University-provided • <br />transportation to the City Fixed Route System. They have also hired the Texas <br />Transportation Institute to perform a system review and make recommendations for a <br />system-wide update, and have held community meetings to show recommended route <br />change and gather input from the community. Route changes were presented with the <br />exception of Routes 2 and 5 which had no changes. Route 9 was eliminated and replaced <br />by Route 10. <br />25. Second Public Hearing to receive comments for and against a proposed tax <br />increase. <br />Mayor Narvaiz opened the Public Hearing at 11:54 p.m. to receive comments for and <br />against a proposed tax increase. There being no public comments, Mayor Narvaiz closed <br />the Public Hearing at 11:54 p.m. <br />26. Question and answer session with press and public. <br />There were no questions. <br />27.
