28. MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, July 6, 2004 PRESENT: Mayor Mayor Pro-Tern Deputy Mayor Pro-Tern Council Members Susan Narvaiz John Thomaides Bill Taylor John Diaz Daniel Guerrero Ed Mihalkanin Gaylord Bose City Manager City Clerk City Attorney Director of Parks and Recreation Director of Engineering Director of Finance Director of Administration Dan O'Leary Janis K. Womack Mark Taylor Rodney Cobb Laurie Anderson Rodney Gonzales Collette Jamison Also present: Phil Neighbors, Dan Rogers, Gloria Salazar, Stephanie Garcia, Jan Clark, Shelley Goodwin and others. Mayor Narvaiz called the meeting to order at 10:14 p.m. Mayor Narvaiz introduced an Executive Session pursuant to the Government Code, Section 551.087, to discuss commercial or financial information the City has received from a business prospect that the City seeks to have locate, stay or expand in or near the City and with which the City is conducting economic development negotiations, or to deliberate the offer of a financial or other incentive to such a business prospect (hotel/conference center proposal). Mr. Diaz moved the Council adjourn into Executive Session at 10:15 p.m. and Mr. Mihalkanin seconded the motion, which passed unanimously. Mr. Mihalkanin moved the Council reconvene at 11:30 p.m. and Mr. Taylor seconded the motion, which passed unanimously. Mayor Narvaiz introduced for consideration action or direction to Staff on matters discussed in Executive Session. Mr. O'Leary stated the Council provided direction regarding the Hotel Conference Center's latest negotiations. He stated the Council will present these negotiations to the public at the next Council Meeting scheduled for July 12, 2004. The meeting adjourned at 11:32 p.m. on motion made by Mr. Taylor and seconded by Mr. Mihalkanin.
