<br />31. <br />Regular Meeting <br /> <br />July 12, 2004 <br /> <br />Page 2 <br /> <br />growth. 4) Guadalupe Carbajal, stated he wished to speak regarding Item <br />7, Hotel/Conference Center. He stated he has an invested interest in <br />Downtown. He encouraged the Council to approve the Hotel/Conference <br />Center to help benefit the Downtown area. He also stated he feels if uyou <br />build it, they will come". 5) John H. Lee stated he wished to speak <br />regarding Item 7, Hotel/Conference Center. He stated he is undecided <br />about the Hotel/Conference Center and before he supports the <br />Hotel/Conference Center he would like to see the architectural design <br />plans. 6) Gloria Salazar stated she wished to speak regarding Item 7, <br />Hotel/Conference Center. She stated she supports this project. She feels <br />the Hotel/Conference Center would help the City's tax base and help <br />citizens with jobs. She stated she feels the City Council should make <br />this decision, and not the citizens. 7) Jack Fairchild provided a letter <br />regarding Item 7, Hotel/Conference Center. 8) Dianne Wassenich, stated <br />she wished to speak regarding Item 7, Hotel/Conference Center. She asked <br />Council to please remember Hays Energy Project. She encouraged the <br />Council to let the citizens vote on this project. She stated she is <br />concerned about the neighborhoods and the roads in this area which will be <br />impacted. <br /> <br />Mayor Narvaiz introduced the Staff Report. Mr. O'Leary stated he had no <br />report. <br /> <br />Mayor Narvaiz introduced for consideration approval of four appointments <br />to the Zoning Board of Appeals and Adjustments. Mr. Diaz moved to <br />reappoint Don Garrett and Mr. Taylor moved to appoint Randy Haverda as a <br />voting member, appoint Roland Bolden III as the 1st alternate, which passed <br />unanimously. The remaining appointment will be rescheduled. <br /> <br />Mayor Narvaiz introduced a discussion regarding Hotel/Conference Center <br />proposal and direction to Staff. Mayor Narvaiz stated several citizens <br />have signed up to speak on this item. 1) Bill Cunningham stated he agrees <br />with Dianne Wassenich regarding the environment. He stated the <br />environmental questions have been answered and tonight the financial <br />questions are being answered. He stated he feels this project would be <br />good for the City. 2) Tom Rowe stated he is a neighborhood representative <br />and a resident of San Marcos for 21 years. He stated yesterday he went <br />house to house in his neighborhood and the residents are pretty evenly <br />tied for and against the project. He stated he trusts the Council and <br />feels they should vote on this project. 3) Glenn Hanley stated he has been <br />a resident for 7 months. He stated he moved from Florida to San Marcos <br />because of the river and the hill country. He stated he feels mankind <br />does not do a good job with building projects. 4) Joe ptak cited the <br />Federal Endangered Species Act. He stated this area is known for the <br />Blind Salamanders. He encouraged the Council to consult with the Texas <br />Parks and Wildlife regarding this project. 5) Pam Couch stated she has <br />been a downtown business owner for nine years. She stated downtown is an <br />endangered species. She stated the proposed location would help <br />revitalize the downtown area. She stated she feels the Council is capable <br />
