He stated when you see a fund balance decrease by $8.15 <br />million to $7.2 million, it is largely because of the one-time expense of <br />Capital Outlay. Mr. O'Leary stated it is the recurring expenses the City <br />needs to be careful of. He also stated he feels as long as the net <br />operating and expenditures is positive, then the City is in good shape. <br />Mr. Taylor stated the net change in fund balance is due to the salary <br />increases and extra personnel. He inquired when the Council decided on <br />that funding. Mayor Narvaiz stated this was decided in the Budget Workshop <br />in February. Mr. Taylor stated he feels the City should focus more on <br />merit increases at a lower percentage. The Council decided by consensus <br />to fund the salary increases and extra personnel. Mr. O'Leary stated the <br />Council will consider adopting the proposed budget on August 23, 2004. <br /> <br />Mayor Narvaiz introduced for consideration a public hearing and adoption <br />of an Ordinance on èmergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS <br />INCREASING THE RATE FOR COLLECTION AND DISPOSAL OF RESIDENTIAL SOLID <br />WASTE AND RECYCLABLE MATERIALS; INCLUDING PROCEDURAL PROVISIONS; AND <br />DECLARING AN EMERGENCY. <br /> <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Narvaiz closed the public hearing. Mr. <br />Thomaides moved for adoption of the Ordinance on emergency, and Mr. Taylor <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Narvaiz introduced for consideration a public hearing and approval <br />of an Ordinance on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS <br />AMENDING SECTION 110.089 OF THE CITY CODE TO REVISE CITY OBLIGATIONS <br />RELATED TO PARKLAND DEDICATED TO THE CITY IN THE SUBDIVISION PLATTING <br />PROCESS; PROVIDING FOR PENALTIES; AND INCLUDING PROCEDURAL <br />PROVISIONS. <br /> <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak.
