Mayor Narvaiz <br />inquired as to the percentage of the income and how the Chamber proportion <br />out Shared Costs. Mr. Garza stated the Chamber proportions out their <br />shared cost into thirds. He also stated the Chamber did not look at <br />income versus expenditures. He also stated the Chamber did not detail <br />expenditures between their two boards. Mayor Narvaiz inquired whether <br />there are any recommendations regarding the Minority Tourism and Economic <br />Development Advisory Board. Mr. Garza stated the only problem the Chamber <br />is experiencing is on the funding on the TCE side, which is funded by the <br />Hotel/Motel Tax. He stated TCE does not receive an installment until <br />October, so they start the fiscal year with no funds. He also stated by <br />the time they receive an installment, they pay back the Chamber their <br />total installment. He stated this hurts TCE by not being able to go out <br />and buy more commercials or more advertising. Mayor Narvaiz inquired as <br />to the percentage of administrative costs which are being used in the TCE <br />budget and Minority Tourism and Economic Development Advisory Board <br />budget. Mr. Garza stated the TCE salaries and administrative costs are 55 <br />percent and the Minority Tourism and Economic Development Advisory Board <br />is 61 percent. Mr. Thomaides inquired why the Minority Tourism and <br />Economic Development Advisory Board have a higher percentage. Mr. Garza <br />stated the Minority Tourism and Economic Development Advisory Board are <br />lower numbers. Mayor Narvaiz inquired whether the Minority Economic <br />Development and Tourism Advisory Board budget is voted on by the Minority <br />Tourism and Economic Development Advisory Board. Mr. Garza stated he met <br />with the City Manager, City Attorney, both the Advisory Boards and their <br />General Board. He stated the General Board was recommending expenditures <br />for Minority Economic Development and Tourism Advisory Board and TCE. Mr. <br />Thomaides inquired whether the Minority Economic Development and Tourism <br />Advisory Board contracts state they are responsible for their budget, or <br />is it the General Board of the Hispanic Chamber. Mr. Mark Taylor stated <br />the budget formulation was initially with the Chamber Board itself, and <br />then subject to review and approval by the Advisory Board. He stated the <br />disconnect last year was that the Advisory Board did not come into <br />existence until after the contracts were approved. Mayor Narvaiz inquired <br />whether the contract language was identical for both Chambers regarding <br />their own Budget Committees, forming the budget, and then goes back to <br />their boards for approval. Mr. Mark Taylor stated the language in the <br />contracts is the same. The Council agreed by consensus to table this <br />discussion until the Special Meeting scheduled for Monday, August 2, 2004 <br />at 6:00 p.m. <br /> <br />Mayor Narvaiz introduced the City Council's Report. 1) Mr. Mihalkanin <br />stated he would like an Executive Session at the next Regular Meeting <br />scheduled for August 9, 2004, regarding the Water/Wastewater Treatment <br />Plant. 2) Mayor Narvaiz stated Wednesday, July 21, 2004, was the first <br />Mayor's Coffee. She stated the next Mayor's Coffee will be Wednesday, <br />July 28, 2004 from 2:00 p.m. to 4:00 p.m. at City Hall. <br />
