He <br />stated he is familiar with the Senior Programs at the City, the Price <br />Center and Community Action, which all serve different groups of seniors. <br />He stated the Community Action clientele is older and less able to pay <br />than those at the other Centers. He encouraged the Council to fund both <br />of the Community Action budget requests. 5) Cynthia Juniper stated she is <br />the Director of Family Services for Community Action. She stated the <br />Senior Center serves a very unique population, who are in their 80s and <br />90s, and many are ill. She stated these elderly folks rely on the Center, <br />daily, to receive the hot meals, assistance with translations and other <br />numerous situations that arise. She encouraged the Council to reconsider <br />the proposal and to continue supporting the Center. Mayor Narvaiz asked <br />if anyone else wished to speak. No one did, so Mayor Narvaiz closed the <br />public hearing. Mr. Mihalkanin stated he would like to see the Council <br />consider funding Community Action Center and the Price Senior Center. He <br />stated he feels both of these organizations serve different sectors of the <br />senior population, and they both do an excellent job. Mayor Narvaiz <br />stated there are several budget items that were left undetermined; the <br />Capital Improvement Programs at $150,980.00 from the General Fund; the <br />consideration of the Neighborhood Traffic Enforcement Program, which is an <br />additional $87,350.00 from the General Fund; and the San Marcos EMS, which <br />is $58,000.00 from the General Fund, and the consideration of televising <br />the Board and Commission meetings at an additional $20,000.00. Mr. <br />O'Leary stated these undetermined budget items are from the last Workshop. <br />Mayor Narvaiz inquired whether a couple of CIP Projects were moved to the <br />potential sale of bonds that should have been added to the CIP list. Mr. <br />O'Leary stated yes, the Blue Ribbon Bond Committee is item 25 on the third <br />page. He stated once the Council has determined to sell Certificate of <br />Obligations for the Rio vista Reconstruction and the Transportation <br />Improvement, then they will be removed from the list. He stated there is <br />a fire truck requested in the category Sale of Certificates of Obligations <br />and the new Fire Chief, after his evaluation, feel he needs a ladder truck <br />replacement worse than the fire engine. Mr. O'Leary recommends the <br />Council consider switching those two projects. Mr. Thomaides inquired if <br />the $500,000.00 for the Transportation Improvements is in the CIP. <br />Laurie Anderson, Director of Engineering, stated the Transportation <br />Participation is a funding mechanism to oversize roadway facilities in the <br />same manner the City oversize the water and wastewater lines. She stated <br />this would allow Staff, to request oversizing when development came in on <br />our Transportation Master Plan, which exceeded the requirements of that <br />development at the time of development. She stated then Staff could go <br />ahead and put in the full road anticipated for the ultimate use, without <br />having so search for funding. Mr. Thomaides stated he feels the Rio <br />Vista Street Reconstruction is long overdue and supports the additional <br />CIP money for that project. He also stated he supports the additional <br />requests from EMS, Community Action and Price Senior Center and the <br />Summerfest Program. Mr. Thomaides inquired as to the Traffic Enforcement <br />Program, which he feels is a good idea. Mr. O'Leary stated the City would <br />
