Mr. Taylor inquired as to the City's <br />obligations related to Parkland once it has been dedicated. Mr. Mark <br />Taylor stated taking away Parkland once it is dedicated does not relate. <br />The Council then voted unanimously for approval of the Ordinance on second <br />reading. <br /> <br />Mayor Narvaiz introduced for consideration Item 29, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS <br />EXPRESSING SUPPORT FOR A PROPOSED REGENT CARE CENTER IN THE CITY; AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Mihalkanin moved for adoption of the Resolution and Mr. Taylor <br />seconded the motion. Mayor Narvaiz stated a citizen has signed up to <br />speak regarding this issue. 1) Gary Allen stated he is with Regent Care <br />Center. He stated there are several things that must occur before a <br />nursing home can be built. He stated a feasibility study is needed to <br />determine if there is a need, there has to be substantial community <br />support, and the proposed owners must pass several tests. He also stated <br />this facility will provide a service to some citizens of San Marcos. It <br />will also provide jobs, and there will be no cost to the City. The <br />Council then voted unanimously for adoption of the Resolution. <br /> <br />Mayor Narvaiz introduced the City Council's Report. 1) Mr. Taylor stated <br />he and Mr. Bose cooked brisket for their Neighborhood Night Out. He <br />stated there was a great turnout. 2) Mayor Narvaiz thanked Larry Sowards, <br />Linda Dietert and Chief Williams for their help with the Neighborhood <br />Night Out. 3) Mayor Narvaiz congratulated the Presbyterian Church on <br />their dedication of the Counseling Center. 4) Mayor Narvaiz thanked the <br />Noon Lions Club, Ben Massey and Parks Department for removing the clogs in <br />the river. <br /> <br />Mayor Narvaiz introduced an Executive Session pursuant to the Government <br />Code, Section 551.071, to seek the City Attorney's advice regarding <br />pending litigation, contemplated litigation, a settlement offer, or a <br />matter involving attorney-client privilege (Wastewater Treatment Plant <br />odor problems); and Section 551.087, to discuss commercial or financial <br />information the City has received from a business prospect that the City <br />seeks to have locate, stay or expand in or near the City and with which <br />the City is conducting economic development negotiations, or to deliberate <br />the offer of a financial or other incentive to such a business prospect <br />(proposed Hotel and Conference Center Project). Mr. Mihalkanin moved the <br />Council adjourn into Executive Session at 11:05 p.m. and Mr. Diaz seconded <br />the motion, which passed unanimously (Mr. Thomaides left the meeting at <br />11:05 p.m.). <br />
