<br />133. <br /> <br />Regular Meeting <br /> <br />August 9, 2004 <br /> <br />Page 2 <br /> <br />stated Mr. Mitchell has agreed to assist the Women's Center and reduce the <br />Stone Brook residents monthly rent by $40.00 after the P.I.L.O.T. program <br />is approved. She also stated before the meeting tonight, Mayor Narvaiz <br />advised her that Mr. Mitchell's contribution was insufficient to the <br />commitment from Willow Springs to the San Marcos Housing Authority. She <br />encouraged the Council to leave the door open for further negotiations <br />with Mr. Mitchell so Stone Brook can receive the same consideration given <br />to willow Springs. 2) Shoney Ramirez stated she is the Manager at Stone <br />Brook Senior Community. She encouraged the Council to approve the <br />P.I.L.O.T. program for Stone Brook Senior Community. She also stated the <br />playing field may not be leveled financially, but the contribution Mr. <br />Mitchell will give back to the seniors with rent deduction will amount to <br />over $90,000 a year. She stated this will enable a lot of seniors to <br />continue to have housing and buy their medicine. 3) Lamar Hankins stated <br />he is Mr. Mitchell's attorney. He stated these two projects are difficult <br />to compare, and if Stone Brook is restructured, they will have to make a <br />paYment to the Capital Area Housing Finance Corporation and an additional <br />paYment the Mayor proposed for a transitional housing program with the <br />Women's Center. He stated this would be similar to the paYment Willow <br />Springs is promising to the local Housing Authority. He encouraged the <br />Council to consider the impact upon the low and moderate income seniors <br />who live in Stone Brook. Mayor Narvaiz stated after she met with Mr. Shaw <br />from the Capital Area Housing Finance Corporation regarding P.I.L.O.T <br />programs and the different types of relationships, which can be offered. <br />She stated after the meeting with Mr. Shaw, she thought of the Women <br />Center. She stated she had received a call from Ms. Wood inviting her to <br />visit Stone Brook. She stated she shared her idea with Ms. Wood of <br />researching for an alternative relationship. She advised Stone Brook she <br />felt the reason the Council approved willow Springs' proposed P.I.L.O.T. <br />program was because of the relationship with the local Housing Authority <br />and the amount of money they would be receiving to put back into the <br />community for single-family housing. She stated she was trying to address <br />Stone Brook's call for equity, whether it was the Women's Center or any <br />non-profit. She asked Mr. Hankins how Mr. Mitchell's paYment to the <br />Finance Corporation would translate into services for people in our <br />community. Mr. Hankins stated he was not sure how the Capital Area <br />Housing Finance Corporation spends their money. He stated if Stone Brook <br />is reconfigured and is required to pay the same amount of money to Capital <br />Area that willow Springs is proposing to pay to the Housing Authority and <br />then make an additional paYment, he feels this is not equal between the <br />two projects and it certainly does not get the seniors any closer to their <br />$40 a month reduction, which may have to be reduced to $35.00 or even <br />$30.00 monthly. Mr. 0' Leary stated if the Council is interested in <br />moving forward with this project, then the Staff could make a <br />recommendation and bring it back to the Council for approval. Mayor <br />Narvaiz asked for Staff to investigate how Capital Area Housing Finance <br />Corporation would use the money or whether it would be a paYment on the <br />loan. Mr. Thomaides stated at the last meeting he inquired as to the <br />
