C. Deliberation on offers of possible incentives to entities considering locating or expanding <br />in the San Marcos community. <br />4. The Executive Session adjourned at 6:55 p.m. on Tuesday, August 3, 2010. The following <br />action was taken from Executive Session: <br />Kay Stroman, with Stroman Group, LLC, introduced herself and stated she was to facilitate the <br />search for the City Manager and City Clerk positions. <br />MOTION: Upon a motion made by Councilmember Thomaides and a second by <br />Councilmember Bose, the City Council voted five (5) for and two (2) opposed, with <br />Councilmembers Thomaides and Bose voting against, to direct staff to accept the proposal. The <br />motion carried. <br />5. Invocation <br />Councilmember Chris Jones provided the invocation. <br />6. Pledge of Allegiance <br />Councilmember Terry led the assembly in the Pledge of Allegiance <br />7. Citizen Comments <br />H. C. Kyle, 711 W. San Antonio, reported that the opinion of all he has spoken to from <br />downtown, the number one problem is parking. He was surprised while reading SmartCode <br />publications, page 52 specifically, where it says clearly if one builds an apartment house in <br />downtown San Marcos, only one off - street parking space is required for each apartment. In the <br />last seven years, he has had 45 tenants, with two to an apartment. They all, with the exception of <br />one, had a car. We are not going to have one person to an apartment; we are going to have two <br />or more. If the SmartCode is adopted, we are going to put one more person looking for a parking <br />space downtown. Please do not overlook this. <br />Linda Porterfield, 2520 Summit Ridge, stated that the residents have heard about the loop <br />coming for the last ten years. Ideally, if the loop is constructed off 35 and Posey Road, then that <br />would suffice. She asked if this is for the benefit of the developer or for the residents and tax <br />payers. They are willing to drive to a loop rather than seeing it by their driveways. Property <br />owners can expect a lower quality of life and lower property values if this proposal comes to <br />fruition. A new plan must be developed. People relocate to San Marcos for the beauty. As a <br />business owner, she is not in favor of an interchange at McCarty and IH -35. She would like to <br />see one further south down the highway. <br />Ken Jenkins, McCarty Lane, remarked that the people who have purchased homes along <br />McCarty lane knew what was there at the time. If a person builds beside an airport, they know <br />there are going to be airplanes; if they build beside a swamp they expect swamp land. They did <br />RM080310 Minutes Page 2 <br />
