recommended that Council expand the Historic Preservation Commission to a board of <br />architectural review. <br />Cathy Dillion, 1000 Burleson, spoke in opposition to the SmartCode. She has noticed, as growth <br />has encroached on her bed and breakfast that there is a down side to the SmartCode; there is a <br />problem with co- existing. She provided an example with the Sanctuary Lofts. There are all <br />night parties, and people peeing in the garden. She has to stay up all night to keep the "crazies" <br />out and her guests from leaving. All types of businesses are allowed to encroach and proliferate. <br />Amy Meeks, 832 Belvin, stated the SmartCode is not a good idea at this point; there is too much <br />confusion, and the pieces do not ft together. A majority of citizens are against it, and where it <br />has already been applied it has caused problems. Some cities are currently in bankruptcy. <br />Jean Baggett, 726 W. Hopkins, spoke against the SmartCode and stated we just need to change <br />the zoning designation, accommodate it and make it work. Staff says they can't just change <br />zoning, but now they have come up with an overlay, and so it appears that we can change it. It <br />needs to be flexible for today and for ten years from now, otherwise we will have a dated city. <br />She doesn't want San Marcos to become a standardized town. San Marcos is unique, and we <br />need to keep that uniqueness. <br />Craig Jensen, 1724 W. McCarty, did not speak. <br />Christie Maycock, 1900 Aquarena Springs #6102, reported that in the last three years she has <br />submitted three business proposals to the Airport Commission, but none were considered. She <br />believes we need a board that reviews proposals in an unbiased manner and gives people an <br />arena to speak openly and without fear of retaliation. <br />Shaune Maycock, 1900 Aquarena Springs #6102, provided an advisory circular to the Council. <br />He stated that the City is currently considering entering into a private partnership and warned <br />that we need to be sure we do not jeopardize our federal funding. He said he is not opposed to <br />management as long as it does not jeopardize the federal funding. He believes we are capable of <br />managing our own community. For this amount of money, we can hire an airport manager and <br />one or two assistants. He stressed that he has never made any accusations of back door dealings <br />and welcomes an investigation so the truth of the matter can be brought to light. <br />Ted Marchant, 200 Camaro Way, spoke during the Public Hearing on item 22. <br />Steve Harvey, 1116 Mountain View, requested that item 16 be pulled from the Consent Agenda <br />for discussion and consideration. Regarding the City Manager search, he stated that the City <br />deserves an experience City Manager and asked why would the Council remove City Manager <br />experience experience from the profile. He asked what is the reason for the rush. He noted that <br />we have able leadership in the two assistant city managers. He stated his disappointment that the <br />RFP was not done in an open bid process. Regarding the SmartCode, he stated it needs fine <br />tuning to preserve the character of the downtown community.
